Archaic to the  default channel, when all chanels on IRC were numbered
channels,
and 0 was the channel  in which all users of a server used to reside  before
switching
to a different channel number

Nowadays 0  refers to all users  'o' is an extension  (restrict to users
with +o  operator flag)
