This is controlled by the founder of the channel. See /ChanServ help SET MEMO for example /chanserv set #channel5 MEMO NONE ! disable completely /chanserv set #channel5 MEMO FOUNDER ! only founder can send chan memos /chanserv set #channel5 MEMO AOP ! any AOP can send a channel memo

I believe what lionel is requesting is the feature of an exempt list for those wishing to activate the nomemo option. IE, I want to not receive memos in general, but allow memos for a certain channel to pass through.
