One, I don't think there is a warning the person you're messaging isn't going to receive it like with +R. Two, change umode +C to accept messages from users who are on one's watchlist. I mean, the umode +C is to deal with spammers. But it can hurt legit messages, especially if one has friends who don't join the same channel one does.
