[DALnet-src] Bahamut Feature Announcement: spam filter

Hi all, For those of you who are not involved in the other internal discussions about this. We wanted to announce a new feature that has been approved by majority of server admins. We’re adding a new spam filtering technique to Bahamut and it takes a similar approach as to how other networks have targeted the same problem.
