These flags will be controlled by services (will be available to IRC
Operators [temporary]) as well as to channel managers/founders.
Thoughts? ---> [sps] IMHO, this should be available until the "SOps level" for a simple fact that still a lot of channels do not have general practise as adding "Managers" and Founders are not always around.
From yesteryear practise, SOps are trustable people for channel founders who inturn should be able to toggle these settings on their behalf as and when required.
