No, that's a job for the proxy monitors (BOPM OR HOPM). We're only using a limited number of dnsbl lists in order not to hit false positives so this might be the reason, however, it is possible that one of the servers' BOPM is broken so if you see such behavior, please report it to #OperHelp and someone will look into it (save a /whois or /whowas of the abuser so they'll have all the information). -Kobi.
