Besides, it can be done in a different way, Server Admin or opers with special privileges, would be able to add specific url to the *spam list* and, those list cant be passed across the ircd.

The list, talking about exploited url spreading malicious files, as the spam bot itself, which cannot load and identify to a registered nickname

With all due respect this will just encourage spam bots to register handles with services and do little to curb unwanted spam IMO. It's always been my opinion that the best way to combat spam is to have active operators :-)
