Did you notice the date on his e-mail message said it was also sent April 30, and it appeared as if "momotaro.dal.net" was to blame. A cursory glance of WHOIS and the list of allocated AS numbers shows, although 31800 is in a range under ARIN's administration , as31800 is also currently an AS number that is shown as NOT ALLOCATED, so since 31800... is not a valid and proper AS number for any peering session over BGP, anyways...
