Given the purpose of NOTICE, this would not be recommended. The spammers would just switch to PRIVMSG. I would suggest other mitigations such as use of the +b (or +m) channel modes.
Precisely. This idea has come up in the past. The issue is that NOTICE and PRIVMSG (ie, any other channel message) are effectively _identical_ in function. Users are being spammed with channel notices or channel messages are experiencing the same problem: users flooding the channel. The actions should also be the same. We provide plenty of methods of dealing with flooding, and the only difference between a privmsg flooder and a notice flooder is the presentation those messages get in the client. Please use existing tools. We won't be adding a mode to block notices. -epiphani
