Dear Eliza,

You can't join #Dubai and #Leb because either your nickname or IP is banned from these channels. To solve that problem try to contact the founders of those channels (/chanserv info #Dubai) (/chanserv info #Leb) or any Sop/Aop you know. If they are not online send them a memo (/memoserv send Founder'sNick YourMessage)
